NCIC BELIEVES IN "MAGIC"

ocalex, Inc. is an early stage company that has been licensed by Philips Speech Processing to develop and sell user friendly interface software and language models in support of Philips' Speech Magic™ technology. Speech Magic™ is a continuous speech recognition technology developed by Philips in Vienna, Austria. Vocalex has the exclusive partnership rights in the user interface software and language models (context lexicons) it develops.

NCIC has been working with this management team for over a year to help refine its business plan, and recently closed on a $500,000 loan to help bring this new technology to market. Vocalex will initially target the medical field and insurance claims adjustment market.

Speech Magic™ is the first natural continuous speech processing technology available. Unlike other discrete speech recognition systems, that require a pause in between each spoken word, Speech Magic™ allows the user to speak at their normal rate. The user dictates via standard dictation microphone. The person's speech is recognized regardless of accent, dialect, age, gender, or speed of speech.

Vocalex presently has four beta sites in testing and projects market penetration within the next twelve months. The company also has the license to market the interface software and the Speech Magic™ technology to the Emergency Medicine and Orthopedic specialties as well.

WE'VE GOT THE "GIST"

CIC has closed on a $500,000 finance package for Intelligent Algorithms Enterprises' further development and commercialization of their proprietary InfoGIST™ software technology. InfoGIST™ can analyze unstructured textual information in real time, without requiring external dictionaries or large sets of existing documents for comparison. InfoGIST™ offers users and software integrators the ability to better manage time through its capability for viewing, prioritizing, and filtering data. The technology allows for compact run-time process of less than 100,000 bytes with real-time speeds of up to a few million words per minute to operate on PC's, servers, network computers, ActiveX and Java applets, and other environments.

CIC welcomes Oba Vincent as its newest member of the Board of Trustees. Mr. Vincent is the Associate Director for the Office of Environmental Management with the Department of Energy's Miamisburg Area Office.

Dr. John Hogan has been appointed to NCIC's Investment Policy Committee. John recently has become associated with Blue Chip Venture Company and staffs their Dayton Area Office.
