NCIC recently closed on an investment with Bosma Machine & Tool, a Tipp City, Ohio precision machining operation. NCIC was approached by NBD Bank, Dayton, to look at injecting $200,000 of permanent working capital into this company in conjunction with the bank's refinancing of existing term debt and the increase in Bosma's line of credit. This creative finance structure will enable the company to successfully shift its emphasis from traditional defense related work to a more diversified commercial base.
Bosma intends to continue some work within the defense industry but will enhance its overall capabilities by dedicating resources toward the utilization of a piece of proprietary machining equipment that the company designed to be made. The "Semi" Lathe is an extremely close tolerance grinding machine. The company is presently working on a contract with the Smithsonian Institute, grinding reflector panels for a high powered telescope. Each panel is cast by an outside vendor then individually shaped by Bosma to achieve a perfect concave spectrum.
Bosma is a family owned and operated business. Founded in 1973 by Marinus Bosma and his wife Nelly, the company began operation as MM&T Corporation and changed the name to Bosma Machine & Tool. The founder of the company, Marinus Bosma, is a Dutch immigrant who created the company to furnish machining services for customers requiring precision machining of medium and very large parts. The demand for large parts machining has always driven the growth of Bosma Machine and Tool.
Although the company's main thrust is in the area of large parts machining, they have diversified their operation to include fabrication, assembly work, painting, and special coatings application. The company has grown to over 65 employees but is still family owned and operated. Marinus' son Lee is the president and supervises the daily operation of the company.
Bosma Machine & Tool completed a major capital expansion project in 1993. The recent refinancing that NCIC helped facilitate will enable the company to continue its efforts to diversify its operation and customer base while maintaining a leadership position within their industry.
Launching any new enterprise is both exciting and challenging, but mostly I have found that starting up the National Center for Industrial Competitiveness has been rewarding.
Rewarding because of the counsel and guidance of a very supportive board of trustees led by the chairman, George Johnston, a retired General Motors vice president; and the other officers, Dan Markley, executive director of the Edison Materials Technology Center; and Ron Wine, vice president of the Miami Valley Economic Development Coalition. Ron was one of the initial trustees and was most instrumental in the creation of NCIC.
The work of the NCIC board is driven by the chairs of the key committees: Orval Cook, Alpha Capital Partners; Brother Ray Fitz, S.M., University of Dayton; John Barber, IAP Research; and Franz Hoge, Coopers & Lybrand. We have had excellent advice and assistance from our funders, especially Jerry Sutton, Aeronautical Systems Center, Wright Patterson Air Force Base; Del Schuh, Indiana Business Modernization & Technology Corporation; and Don Scott and Norm Chagnon of the Ohio Department of Development.
Although we have a staff that is small in numbers, they are long in experience and capabilities. I am pleased to be able to work with Julie Wallin, Bob Bowman, Brian Hammond, and Tom Hughes as we put NCIC into operation.
We have built an excellent relationship with many of the other business/technology assistance centers including the Southern Area Manufacturing - Small Business Development Center, Wright Technology Network, and the Edison Materials Technology Center. The cooperation and collaboration with these organizations during this first year has been invaluable. We are also developing an important relationship with other funders to leverage our resources and bring additional value-added services to our clients.
Although all of these groups and individuals have been most helpful, the most rewarding experience this past year has been working directly with the entrepreneurs and small business owners. In the past few months we have approved investments in 12 companies in Ohio and one in Indiana. We have closed on eight of these deals. Most of these investments are start-ups or early stage companies and the NCIC share of those investments has ranged from $36,000 to $500,000.

- Frank is President and Executive Director of NCIC. He was formerly senior vice president and manager of the Dayton Office of Edward Howard & Co. He has been involved in numerous professional, civic, and cultural activities including former chairman of Leadership Dayton, and serves on the boards of the Dayton Area Chamber of Commerce, United Way of the Greater Dayton Area, and the Dayton Philharmonic Orchestra Association.
- Bob is the Manager of Finance and Operations for NCIC. He is both a Certified Management Accountant and a Certified Public Accountant. Prior to joining NCIC, Bob was the Chief Financial Officer and member of the Board of Directors of F.A. Bonanno, Inc. He is active in the National Association of Corporate Treasurers, the Ohio Society of Certified Public Accountants, and is an Associate Director for the local chapter of the Institute of Certified Management Accountants.Brian Hammond
- Brian serves as the Manager of Business Development. Before coming to NCIC, he was Vice President of Economic Development for County Corp, a private, not for profit development company servicing nine counties in Western Ohio. Brian is a Certified Economic Development Professional. He serves on the boards of the Miami Valley Venture Association and the Ohio Statewide Development corporation. He is also active in the I-70 / I-75 Development Association and the Ohio Development Association.Tom Hughes
- Tom is the Manager of Technology. Prior to NCIC, he was Manager of Reconfiguration and Transition at EG&G Mound Applied Technologies. During his twelve year tenure at Mound, he served in several management positions. Tom is a part time instructor at the University of Dayton College of Engineering, Chemical and Environmental Technology Department. He is a member of the American Institute of Chemical Engineers, the Air Pollution Control Association, and has authored 50 of technical articles.Julie Wallin
- Julie serves as the NCIC Administrative Assistant, responsible for office management and administrative systems. She has a B. S. Degree in Business with a concentration in management and marketing. Her previous experience was in health care, energy, and in the F-16 SPO at Wright Patterson Air Force Base. She is also an Air Force Veteran with service at Randolph Air Force Base.
